Streaming video is content sent in compressed form over the Internet and displayed by the viewer in real time. With streaming video or streaming media , a Web user does not have to wait to download a file to play it. Instead, the media is sent in a continuous stream of data and is played as it arrives. The user needs a player , which is a special program that uncompresses and sends video data to the display and audio data to speakers. A player can be either an integral part of a browser or downloaded from the software maker's Web site.

Major streaming video and streaming media technologies include RealSystem G2 from RealNetwork, Microsoft Windows Media Technologies (including its NetShow Services and Theater Server), and VDO. Microsoft's approach uses the standard compression algorithm for video. The other approaches use proprietary algorithms. (The program that does the compression and decompression is sometimes called the codec .) Microsoft's technology offers streaming audio at up to 96 and streaming video at up to 8 (for the NetShow Theater Server). However, for most Web users, the streaming video will be limited to the data rates of the connection (for example, up to 128 Kbps with an ISDN connection). Microsoft's streaming media files are in its Advanced Streaming Format (ASF).

Streaming video is usually sent from prerecorded video files, but can be distributed as part of a live broadcast "feed." In a live broadcast, the video signal is converted into a compressed digital signal and transmitted from a special Web server that is able to do multicast , sending the same file to multiple users at the same time.

Why We Shouldn’t Take Market History for Granted

When George Washington died in 1799, he didn’t know about dinosaurs. In fact, no one did. The first dinosaur bone was technically discovered in New Jersey in 1787, but its significance wasn’t recognized at the time and the bone was eventually lost . A few decades later in the 1820s, Gideon Mantell came across dinosaur bones in England, but got little credit for his findings. It wasn’t until 1841 when Richard Owen, a rising star in paleontology, coined the term dinosauria , meaning “terrible lizard”, that dinosaurs began to enter the mainstream.

While it might seem shocking to you how ignorant many of our ancestors were, it’sonly surprising because we have something they don’t have— the privilege of knowledge . Just think about how many things you do on a daily basis that rely on discoveries from the last two centuries:

the privilege of knowledge You wake up to an alarm You take a shower to stay clean and prevent the spread of germs You grab food out of your refrigerator

And I could go on. The fact is that all of these innovations, and many more, happened after Washington’s death in 1799. And while it might be easy to see how much the world has changed in the last two centuries, it isn’t as easy to see how much the investing world has changed without digging into market history. Finance bloggers, myself included, fall victim to the privilege of knowledge as well.

His point is obvious: those who bought and held a basket of U.S. stocks would’ve been handsomely rewarded over time. However, though buy and hold might seem obvious now ,that’s only because we have the benefit of hindsight, ubiquitous data, and modern computational resources. A century ago, who had access to anything remotely this useful? No one. People didn’t have the documented market history and technological capabilities we have today, so why should we have expected them to “buy and hold” back then? If anything, their history was riddled with banking panics and far more instability, so I can’t blame them.

However, though buy and hold might seem obvious now ,that’s only because we have the benefit of hindsight, ubiquitous data, and modern computational resources.

For example, from 1871-1940, the U.S. stock market grew at a rate of 6.8% a year after adjusting for dividends and inflation. No investor in 1940 could’ve know this, because the data going back to 1871 wasn’t compiled by Robert Shiller and his colleagues until 1989. Debate Continues Over Magnuson-Stevens Act Reauthorization

What It Was

The House Natural Resources Subcommittee on Water, Power and Oceans held a hearing to address four federal fisheries management bills. Two would reauthorize the Magnuson-Stevens Fishery Conservation and Management Act (MSA; BLAZE OF GLORY SOFT FOOTWEAR Lowtops amp; sneakers on YOOXCOM Puma h1emcDX
) – the Strengthening Fishing Communities and Increasing Flexibility in Fisheries Management Act ( Linda 45 suede pumps Gianvito Rossi R5V7k
) and the Strengthening Fishing Communities through Improving Science, Increasing Flexibility, and Modernizing Fisheries Management Act (a discussion draft that has not been introduced). The other bills focused on recreational fishing, the Modernizing Recreational Fisheries Management Act of 2017 ( H.R. 2023 ) and the RED SNAPPER Act ( H.R. 3588 ).

Why It Matters

The MSA, our nation’s primary fisheries management law, has rebuilt dozens of fish populations (stocks) in the 41 years since it was introduced. There has been widespread agreement in both chambers of the law’s importance, but debates have ensued about how to best move forward.

Key Points

Full Committee Chairman Emeritus Don Young (AK-At Large) and subcommittee Ranking Member Jared Huffman (CA-2) presented different versions of a MSA reauthorization (H.R. 200 and the discussion draft, respectively). H.R. 2023 would make changes to recreational fisheries (e.g., by increasing access and encouraging state-gathered data), and H.R. 3588 would expand regional management of the Gulf of Mexico red snapper. There was robust dialog on the MSA as a whole, but specifics of each bill were not deeply discussed.

Chairman Doug Lamborn (CO-05) reminded everyone that limits set by the MSA have impacts outside of fisheries and the environment, calling the hearing one about “supporting American small businesses.”

Subcommittee members and panelists agreed on the efficacy of the law, the critical role of science and data, and on not fishing at the maximum sustainable yield. However, there was disagreement on who should conduct sampling (the National Oceanic and Atmospheric Administration (NOAA), fisheries management councils, or universities), what data should be used, and whether general or specific rebuilding requirements should be set for each stock.

Chairman Emeritus Young stressed the need for flexibility, specifically when setting timelines on rebuilding stocks and limiting annual catches. Ranking Member Huffman agreed there should be changes but cautioned against weakening the original law, and the Honorable Jonathan Mitchell (Mayor; New Bedford, MA) pushed back on the idea of flexibility, warning against making it a euphemism for deregulation.

We hold Network Rail to account for delivery of its enhancement projects (large scale projects delivering new infrastructure) to its customers and funders. We do this by monitoring and publicly reporting on the delivery of projects and improvements in its capability.

We protect the interests of Network Rail’s customers and stakeholders by making sure they have the opportunity to comment on the impact of changes to Network Rail’s plans.

We provide guidance on the Investment Framework to informthird parties thinking of investing in the railway approvetemplate contracts and provide advice where required.

Network Rail’s license requires them to publish a delivery plan that sets out its obligations for enhancement projects.This allows train operators to plan their businesses and funders to plan their finances with a reasonable degree of assurance.

For control period 5 (CP5 from 2014-2019), any projects to enhance the rail network are listed in Network Rail’s Enhancement Delivery Plan .

If Network Rail need to make changes to the Enhancements Delivery Plan, for example if a delivery milestone has to be delayed, Network Rail must agree it with their funders and submit a formal Change Control request. ORR reviews these Change Controls to make sure that all the affected stakeholders (such as train companies and local councils) have been consulted and that Network Rail are addressing their concerns.

As part of this process, ORR provides Network Rail with a quarterly letter, outlining our decisions on each of the Change Controls:

We report on Network Rail’s performance in delivering enhancement projects every 6 months. We also publish a report that lists the project milestones for each 6 month period showing which milestones were achieved, missed or revised.

In addition, we sometimes use the independent reporter to complete a detailed review of specific projects or delivery issues. Recent reviews have included Network Rail’s implementation of the Enhancements Improvement Plan, delivery of Stirling-Dunblane-Alloa project and Edinburgh Glasgow Improvement Programme’s Target Cost.
